Secondary use
Urban Design Guidelines for Victoria, published by the State of Victoria (Australia) in 2016, defines a secondary use as uses: ‘…that capitalise on opportunities to serve people who are already in the area for other reasons, such as their work place, residence, or visiting institutions, services or facilities. Secondary uses may be service and convenience shops, or cafes.’
